The house I live in was built with a cinder block wall basement. The house sits partway down a west sloping hill, facing east. The watershed during a rain runs down my driveway toward the house. In the winter time, when the ground is frozen, if it rains, the water runs to the house and seeps in through the block near the floor and the basement is then wet. During the summer time it is not an issue as the yard is tiled and the water is drawn away from the house. It only happens in Jan, Feb or March when it rains with a frozen ground, which is about every 3 years.
